Can i apply for Visa On Arrival at Haikou International Airport and what is the fees ?

My wife and I are from Malaysia and we intend to go for a one week holiday at Hainan Island soon and due to time factor not able to get our China visa in time. Are we allow to apply visa on arrival or only certain passengers with urgency can apply ?
