Do I need an appointment for Amendment of Chinese passport? How long does it take to amend the passport?

When submitting documents to Chinese embassy, do I need to call for an appointment or could I just drop by and submit all required documents. I've been calling our local embassy but could not get through their numbers. How long does it take to amend the passport?
