You can't apply for China visa in South Korea because you only travel in South Korea and you are short-term visitor in South Korea. The ARC card is required for non-Korean applicants, in fact, this rule prevents short-term visitors in Korea from applying China visa in Korea.

Why don't you apply China visa in your home country?
