can singaporean apply china z visa in hong kong?

I need to obtain the working permit in Shanghai and before to this request, still require to apply Z visa outside mainland china, therefore I plan to apply the Z visa in Hong Kong. So just wondering can I apply the Z visa in Hong Kong and where to apply?
