Do your parents speak Chinese? Do they have Chinese passport? or can you provide documents that prove you are a Chinese citizen? what you said above is not enough, sir. So, if possible, please let your parents check the website of Chinese embassy in Philippines in Chinese version. Anyway, you can apply in Philippines if you are eligible to apply for a Chinese passport.

If you want to apply for China passport through the embassy/consulate in the Philippines, you need to provide the below documents:
1. original birth certificate issued by NSO
2. the Chinese passport of your parents, their residence permit document in Philippines (original and copy)
3. the marriage certificate between your parents
4. degree certificate (if available)
5. I-card and its copy
6. three passport photos
7. Chinese passport application form

There are two kinds of chinese passport that you can get from Philippines; Taiwan (ROC) or China (PROC). Check what kind your mother is holding. I suggest you to start learning the Chinese language. How would you prove that you are a chinese if you cannot understand or speak? How can you pass the interview? I would suggest, inquire with the travel agencies especially those in china town.
