I would like to start a small business in china. Can I get a temporary residence permit for me and my family?

How long will you intend to stay in China? if for short time business, you can apply for a China business visa, possibly multiple entry. Temporary residence permit can be issued to Z visa, X visa or long term family visit L visa holders who stay in China for more than 6 months.
