I have a 1year student visa in the Czech Republic. Can I apply for a chinese travel visa from here?

I am living and studying in the Czech Republic on a one-year visa. Can I apply for a travellers visa to China from the consulate in Prague? It won't be possible for me to return home to apply. thank you
