About:Shanghai Travel

Do I need a visa as a transfer passenger in Shanghai, I am staying less than 48 hours.

According to the Chinese Embassy in The Hague (Netherlands) I need a visa as a transfer passenger in Shanghai if I like to leave the airport during a transfer period of less than 48 hours. According to you website I do not need a visa in that case. What is correct?

Visas are not required of citizens of Netherlands, who transit through Pudong Airport or Hongqiao Airport of Shanghai, provided they hold valid passports, visas for the onward countries, final destination tickets and have booked seats, and stay in Shanghai for less than 48 hours. According to this statement, you do not need a visa in that case.
