Translation of Affidavit of Single Status

I have a completed Affidavit of Single Status that has the China Authentication on it. The Affidavit of Single Status has the Notary Public Seal, with the Certificate of Authority and has the Seal of the State of Illinois signed by the Secretry of State. I e-mail a copy of the documents to my fiancee in Chongqing, China to take to the marriage office there to verify if the documents are complete. She was informed that they are complete, but that they needed to be translated in sealed by the Chinese Consulate. Can you verify if this is correct as I thought that since the Affidavit of Single Status already had the China Authentication everything is acceptable as is and no translation is required.
