@how to get business visa

Question

My self and my partner are willing to visit wenzhou and I requested invitation letters from my supplier. But I got the invitation letter from wenzhou foreign affairs but not for My other partner since he never has been to any other country they refused to give him an invitation and asked to request for business visa from the embassy. So can he request for business Visa without an Invitation?

according to the regulation, he needs an invitation letter for F visa application. Anyway, he can have a try, but if not, he may join others and apply for a group tourist visa to China instead. This is the only option.
