Are the tours of the Imperial Tombs, the same as the Ming Tombs, or are they 2 different things

I can say that because the Imperial Tombs may refers to the Eastern or Western Tombs of the Qing Dynasty which are also the imperial tombs. Ming Tombs, also the 13 emperors's tombs of the Ming Dynasty.
