Will Tibet be closed for foreign tourists in July ??

I heard that because of some celebrations entry visas to Tibet will not be delivered between 24th June and 24th July is that correct ?? Does it mean that no foreign visitor can visit Tibet in that period ?? Thanks for your answer.
