China embassy in Kuala Lumpur or China consulate in Kuching don't accept visa application by mail. If you want to apply visa in Kuala Lumpur, you need to do it through China Visa Application Service Center (CVASC) in Kuala Lumpur. Now, the service of application by post is not available in CVASC in Kuala Lumpur, either.
