which is the best inexpensive market or mall in hong kong for shopping of electronics and clothes!!

For electronic goods, you could go to Mong Kok, where you could find such kind of shops as many as possible. As for clothes, you may have a try at Lady Market, CityGate Outlet and Stanley.
