Prefecture de l'Aude cannot supply Residence Permits to EEC Citizens

Hello Johnnash,
Thank you for another very prompt reply. However, I have been in contact with the Prefecture de l'Aude in Carcassonne to request a Residency Permit, as you have suggested, and they have refused to supply one, based on the fact that this has not been a legal requirement for any EEC Citizen since November 2003 (they have quoted regulation n° 2003-1119). Would a letter from my local Mairie attesting to my residence here suffice in place of this document?
