About:Chinese Consulate in New York

I went to China Twenty one years ago to marry my wife. Her name is Shao Ru Liu. We have a Chinese marriege certificate that was never translate into English. Can you translate from Chinese to English for us and how much would cost us. What is the mailing address and how long would take you to validate the document, Thank you.
