About:Chinese Consulates in South Korea

I am in Korea on a visitors visa at the moment. However, I would like to go to China to get my E2 visa for Korea. From what I understand this can't be done in Seoul but can be done in Busan, right? I do live in Goyang City, Gyeonggi Do and wonder if applying for a visa via Busan's Chinese Embassy or one of the many travel agencies has to be done in person.

I hear that now China consulate in Busan can't issue China visa to aliens who don't have ARC valid for at least 6 months. The visa rule changed 2 days ago. Therefore, you can't get a China visa in South Korea.
