About:Chinese Embassy in New Zealand

I am wanting a single entry visa to China and have a New Zealand passport. Why does a New Zealand passport holder visa cost NZ$140 but any other passport holder only has to pay NZ$60?

The visa fee is set on a reciprocity basis, Chinese people also have to pay for the same fee for Singale-entry New Zealand Visa.
