where can i obtain a tebit travel permit for visiting lasha in april.

Question

Where can I obtain a Tebit Travel Permit for visiting Lasha in April. I have my China Visa for multiple entry and where can I arrange a tour guide once in Tibet and how much will the permit cost and tour guide per day (private or group). How can I coordinate picking up the Tibet Permit and where can I meet up with the tour guide. I am fine with traveling in a group tour to share the cost. I can travel to Tibet from Xian by train and fly back to Shanghai.Thanks,Justin Brantley
