You can bring him/her to Chinese consulate in Bristane for Chinese passport application. The documents you need to provide are as follows:
1. Birth certificate and notarial deed for your relationship(both original and copy) and the proof that your baby doesn't join Australian nationality.
2. Your valid student visa or residence permit, original and copy.
3. Application form for passport application, which can be found from their official website.
4. 3 passport-sized photos (photo size are specially required and you can check also from their site).
