She can submit her application to Chinese embassy in Singapore. The documents required are original Passport/travel document, One completed HK application form affixed with one passport-sized photo, return ticket, hotel reservations and her valid visa or residence permit in Singapore. Sometimes, she may be required bank statements for travel in HK if visa officers deem it necessary.
