Hi. I live in Australia and hold a chinese passport which is about to expire soon. Do i have to apply for a new one before the one i hold now expires? Also does the fees regarding the passport application remain the same if i apply before it expires or after.

you'd better apply for a new passport before the old one expires. You need to pay extra service fee if after your old passport expired.
