About:Chinese Consulate in Calgary

I will be travelling to Hong Kong in a month and was wondering if I book a tour to Shanghai in Hong Kong if I could apply for a visa from the Embassy located there? I am a Cdn Passport holder. I am unsure if we will goto Shanghai for sure and as a result do not want to waste extra money on visas for the whole family and end up not going. Thank you.
