Ms Eliot!
Thank you very much for your quick response, now I have another question.
Since I don't live in your visa district, can I use FedEx or UPS services with return envelope and postage and proper fees, documents to get my visa from your embassy?
Would they refuse my application in New York if I'm not living in their jurisdiction?
Your answer is greatly appreciated, thank you for your time.

Hi, sir, you must apply for China visa from Chinese embassy/consulate which hold the consular jurisdiction of your location. If you are not living in New York, your visa application will not be accepted or even be refused. So, Check from US homepage for detailed consular districts. If you still can not submit application in person, you can entrust someone else or an agency to do it on your behalf.
