One last question:

How do I make an appointment to see someone at the Canberra China embassy/consulate?

I would imagine I could sign this deceleration and submit my application for a new Chinese passport all on the same day. more importantly I can only afford take one day off work so I need to fly to Canberra and return on the same day?

Is there a waiting period or can I maybe nominate the 4th March, 2011 (Friday) to come to Canberra? How do I find out what the available appointments are for that day? If you can't advise, do you know the best number I can contact for this purpose?

No appointment is required, you can go to the embassy in the morning and possibly wait in line for submission. Or you can call at 02-6273 4783、6273 7443 if you need more information.
moreover, you can apply for Chinese passport by mail if you can not go there in person.
