You are required to submit your visa application to Chinese consulate in San Francisco. And if you can not go there in persson, you can entrust others or travel agency to handle this on your behalf. Chinese consulate only provide mail return of visa/passport service. The Service is only available to applications under regular process.
Please submit a money order/cashier's check and a self-addressed stamped envelope with sufficient postage when you apply for visa(s). Only the following return envelopes with tracking number/bar code are accepted: UPS(air only), FedEx(air only), and USPS Express Mail. Meter stripe postage, certified or registered return envelopes are not accepted. The applicant should fill in his/her name and US address as both SENDER and RECIPIENT on the return envelope. In addition to visa fee, a mail return handling fee of $5 per envelope/package shall be charged. All payments can be written on ONE money order payable to Chinese Consulate.
