I think you can find some ATMs with the signs of VISA or MasterCard. Well, you can ask for the airport staff to help you find such a bank.

Well, many banks are the agencies of Western Union. I once made a transaction at Bank of China at No.1, Chang'an Street, Dongcheng District. Have a try! Let me know your location and I can tell you the closest one.
