What is the procedure at Beijing airport flying to Mongolia from USA passing through Beijing?

our son is flying to Mongolia from USA passing through Beijing. What is the procedure when he arrives?

He need to acdept the immagration and customs check. Well, if he hold a through flight ticket, he will have no need to re-check in his luggage. Other wise, he need to claim his luggage and re-check in it.
