About:Chinese Embassy in South Korea

I am an American visiting in Korea and don't have a foreigner's registration
number. They travel agency said the China Embassy will not
process the application. Is this true? How can I get a
visa to china?

Chinese embassy in Seoul will not accept visa applications from foreigners if they do not have Alien Registration Card valid for at least 6 months. For the registration number, do you mean the accommodation registration within 24 hours after entry, or entry record? Anyway, you can try to apply through a travel agency from Busan Chinese consulate, which so far issues visa to foreigners under your situation.
