About:Chinese New Year

It seems like it will going to rain during Chinese New Year. Is it a good sign or bad sign? Normally we will say that, when it is raining during certain occasion, it means that the person are greedy etc.

It is a good sign here to snow during the festival. It predict a good year, for snow means good harvest in the new year. People in the raining city are all greedy?
