About:Chinese Embassy in Russia

In continuation of my earlier inquiry, I am an american living in Russia... The city where I lived (Perm) is not included in the consular districts listed. Does this mean that I should apply for a chinese visa in Moscow? I have tried contacting the consulate there and have not been able to get an answer by phone or email. Is there some other way I can contact them to ask some more questions about making a visa application through a travel or visa agent?

yes, it means you should apply for a China visa from China embassy in Moscow. Applicants live in other places which is not listed on the table should apply for visa in Moscow.
