Will malls and restaurants be closed on Chinese New Year, Feb. 3rd, 2011, or is closing on Chinese New Year an old practice?

Some malls and restaurants may be closed dur to the Chinese New Year(https://www.travelchinaguide.com/essential/holidays/spring-festival.htm) while some big malls still be open at that time and many restaurants are in operation as normal.
