I would like to go to jinan, shandong and quingdao. From manila what is the best flight to go there?

You can first fly from Manila to Shanghai(https://www.travelchinaguide.com/cityguides/shanghai.htm) , then fly from Shanghai to Jinan. When go to Qingdao from Jinan, you can either take flight, train or bus.
