Just to let you know that at Beijing airport terminal 3, I was able to go into the main terminal area during the transit time of 5 hours. Just go to the desk located to the left hand side of the immigration desks and explain. I was told to go back in by 2 hours before your flight is due to leave, though. Hope this helps.
