About:Chinese Consulate in Sydney

I am travelling to europe on wednesday morning from sydney and need to stopover in Shanghai on way back.
Is it true that consulates in the UK and embassy in Bern, Switzerland only issue visas to residents of those countries. ie UK & Switzerland??
Can I get a China tourist visa in the UK or Switzerland??

How long will you travel before visit China? China visa is valid for 3 months from issue date, you can apply in advance in Sydney if you will enter China within 3 months. And visa is not required if you transit through Pudong Airport or Hongqiao Airport of Shanghai, provided you hold valid passport, air ticket to Sydney, and stay in Shanghai for less than 48 hours. Chinese embassy in UK and Switzerland require the original and a copy of permanent residence or work permit there with validity for at least half a year. (Those who are visa or permit exempt for residing or working in the UK are excluded).
