If I am an American citizen traveling to China on an Abercrombie & Kent package tour, do I need to fill out form V2011A and V2011B?  I live in San Francisco so can I fill out the forms and bring them to the consulate in San Francisco on Laguna Street

If the travel agency which origanizes the Abercrombie & Kent Package tour apply for Group Tourist Visa for all the tour members, you don't need to apply for China Travel Visa(https://www.travelchinaguide.com/embassy/visa/tourist.htm) individually, however, if you really want to get an individual visa to China, you can fill out the form V2011A and V2011B and submit them to the consulate in San Francisco on Laguna Street.
