I think, you can enter China with a tourist visa first. In order to open a restaurant, you should decide what type of entity will own and operate the establishment. And there are additional licenses and approvals that are necessary in addition to the traditional requirements of a limited liability company.
After entry to China, you need to apply and obtain company name approval notification with the local Administration of Industry and Commerce, then, selecting a Restaurant Location, apply and Obtain Health and Food Hygiene License with the Municipal Health Bureau, make an alcohol Permit Registration, further, get the Environmental Protections (EP) Examination and Approval (District Level) and Business License, etc.
