About:Chinese Embassy in South Korea

My partner is on a Tongan Passport and would we'd like to travel to China for the New Year. He does not have an ARC. Does he still qualify for a Visa to China?? This is confusing

Please read my reply to Ms.Lynn, your friend can apply for Chinese Visa(https://www.travelchinaguide.com/embassy/visa.htm) through the travel agency designated by Chian Consulate in Busan which doesn't require the ARC.
