About:Chinese Embassy in Japan

I'm an American currently living in Nagoya until Feb 2012 and have called the Chinese Consulate with no answer. Since it seems I'd need to go through a tour agency per these postings for a mult entry tourist visa, is there a list somewhere of approved agencies to do this with? Most of the agencies like JTB don't seem to have anyone who speaks a lot of English. I was unable to find hours of operation for the Consulate as well on the website and don't want to show up to find out they're closed that day.
Also, how many blank pages are needed in your passport? It only said enough. Thank you! I'd be going with my husband and two daughters (2 and 5 yrs old) Golden Week 2011. Is there a discount on visa prices for children and do they absolutely need to go along with me when I apply?

the office hour for applications at the consulate in Nagoya is 09:00-12:00, Monday to Friday (except both Chinese and Japanese holidays). You can try to call at 052-932-1098 for information about travel agencies.
You are required to submit applications through a travel agency, so, no appearance is needed unless consulate general deems it necessary. They require at least two blank visa pages on your passport. And visa fee is the same even for Children.
