About:China Customs Declaration

Okay so here is a big question. I recently moved to Shanghai, and i am in need of a new laptop. The laptop prices here are crazy high. It is much cheaper for me to get one one Canada. My Brother is comming to Vietnam to travel in Jan. If I bought a laptop, had it sent to him to bring as a personal item, opened and used. (and he only carries one laptop) I dont think he will have to pay taxes. But when he leaves and doesn't have the laptop with him, will get get in trouble? or pay taxes? If I ship an item from Canada to Shanghai, how much taxes will I have to pay upon entry?

No need to declare it while entering and no problem when he leaves.
