Can a tourist rent a car and drive around Shenzhen. Any particular rules to follow

No, since you are a tourist, I guess you don't have a China Driver's Lisence, no matter what kind of drivers lisence you have, you need to transfer it to China ones if you want to drive cars in China. Better hire a van with driver.
