About:Chinese Embassy in South Korea

My son is teaching English in South Korea on an E-2 visa. I live in the US. He would like me to meet him in China for a vacation this winter. He went to a travel agent in the Seoul, Korea area yesterday and was told that he wouldn't be able to get a VISA to travel to China in October, but that he could get one next month in November. Any idea why that would be?

I guess that China visa rule changes because of the upcoming Asian Games.
