Im a pakistani passport holder that resides in the philippines with a valid residence permit and alien certificate of registration card. Do you think i can apply for a tourist L visa in the chinese consulate here in manila? Is The group tour visa policy the same for all pakistani passport holders even those who reside abroad? or is it a case to case basis

In this case, you can apply from Chinese embassy in Manuka. About the visa categories, it is all up to visa officers. Better to check from them before submit visa application.
