About:Chinese Embassy in South Korea

Hi!

I am a foreigner living in Seoul with an ARC card. Since there seem to be 100s of travel agencies located in Seoul, why are there only 32 travel agencies designated by the Consular Section of the Chinese Embassy? Does this mean all of the other travel agencies not on the list are illegitimate?

It doesn't mean that all of other travel agencies not on the list are illegimate, but the China embassy in Seoul doesn't accept the visa application from other travel agencies.
