About:China Student Visa

My brother wants to change his tourist visa to a student (X) visa. We have the invitation letter, and he is already here in China. Can we have the visa changed in Hong Kong? Or does he have to return to the U.S. and go to the Chinese Embassy there with the invitation letter? I can't find any info on this matter. Doesn't seem to make sense to return all the way to the U.S. when he can leave mainland at Macau or Hong Koing.

many universities in China will then help the student change the L-visa (Tourist Visa) to X-visa (Student Visa) after the student registers in their school.

If his L visa is going to end soon and have no time to apply for a visa, he can have his L visa changed to 3-month F visa. Then during the valid period, the school in China can help him apply for X visa. And it is worthwhile to engage a visa agency to do it for him if he does not want to leave China.
