About:Chinese Embassy in U.S.A.

My Hong Kong SAR passport recently expired and I need to renew it. I live in GA and there is no Chinese Consulate nearby. The closest Chinese Consulate I could get to in order to renew my HKSAR passport is Houston TX. I am not sure if it is true that to apply for HKSAR passport renewal, I need to be there to submit my application in person and then I will have to also be there to pick it up. A friend of mine told me that seems like Chinese Consulate in L.A. offers a mailback service with a fee. My goal is to save one trip. If the Chinese Consulate in L.A. really can send my new passport, I would rather fly to Los Angeles once, to submit the application in person, pay the fee and to wait for my new passport to be mailed back to me. I tried many times the Visa/Passport office of the Chinese Consulate in L.A. but could not get to a live operator to verify this. I hope someone can give me some directions.
Q2. I also heard that I could try to apply online from overseas, so can I request Hong Kong Immigration to send the new passport to the Chinese Consulate in US (any office) that I could go there to pick it up in person?

Now, the China consulate in LA doesn't provide mail back service, Georgia is under the consular districts of China consulate in Houston, you should go to Houston to apply for Hong Kong SAR passport renewal, in fact, your application will be sent to Immigration Department of HKSAR, the China consulate in Houston doesn't have the right to issue you a new HKSAR passport. After the approval of immigration department and the new HKSAR will be sent to Houston, then you go to Houston to pick it up. The other option is to send your application directly to HKSAR Immigration Department.

What is the procedure and what documents are required to get the F business visa and residence permit? At the end of the 180 days can I renew in Hongkong and return to China the same day? If using the F visa do I pay income taxes in China like the Z- visa?
