About:Chinese Embassy in South Korea

I did not have a problem getting a Chinese visa in Seoul. My ARC expires 8-24.
The problem that I'm having is that the tourit agency got me a single entry visa and I wanted multiple.

The fee should be 160,000 won, which includes the tourist agency fee.
They are asking for 190,000 for something I did not order.

They tried to tell me that only Koreans can get a multiple visa to China. I check this site and found that to be false.
Has anyone had this type of problem? They are still holding my passport hostage. Thank god that I haven't bought the tickets for China yet.

Ms.Stevens, now it's true that applicants other than korean is hard to get a multiple-entry visa to China, the single-entry visa fee is 35,000 won, the service fee of the agency should not more than 20,000 won, the maximum cost is 55,000 won, why you have to pay them 190,000 wons?
