About:Chinese Consulates in India

I got an offer for scientific research in an university at Beijing(China). I am residing in Kolkata, West Bengal(India). I want the folliowing information please:
i)Who is the authority to issue vasa and their office address with phone nos.
ii)the website wherefrom I can download the visa application form
iii)what is the standard time in Beijing vis-a-vis Kolkata(India)

The application form is easy to be found on this site (on the top of Chinese Embassy in each country.
Beijing time is 2.5 hours earlier that of New Delhi.
