About:Chinese Embassy in Japan

Is it possible for a greek citizen as tourist in Japan to obtain a chinese visa in Tokyo? In their embassy's homepage it seems like you have to have a long-term visa in Japan in order to get it, but according to previous answers above it should be possible, right?

Mrs.Ellen, I hear that the China visa regulations tighten in Asian countries around China since July 1, if you don't have the alien registration valid for more than 6 months, you can't apply for China visa in Japan.
