About:Chinese Embassy in Australia

I have a question in regard to fee for 4 double entry visas for Australian Citizens entering China from Hong Kong.
Our travel agent has sent visa applications, passports, extra photos & money order and they have been returned unprocessed with answer - incorrect fees.
2 applicants are residents of Queensland and 2 are residents of New South Wales.
As I understand 2 x Qld residents at $98.50 each payable by money order to Chinese Consulate in Brisbane and 2 x NSW residents at $98.50 each payable by cash to CITSV Services in Sydney.
All applications will be going by courier at our cost.
Can you confirm if this is correct??

Mr.Allen Evans, you are wrong, the residents of Queensland should mail the application to Chinese Visa Application Service Center in Brisbane, the residents of New South Wales should mail the application to Chinese Visa Application Service Center in Sydney, the fee per person is $60 for dounle-entry visa $55(GST included) for Postal application Service fee, each one should pay for $115.

$98.5 is for applicants who apply for visa in person, they don't send application by post.
